Barr. Ismaeel Buba Ahmed was born and raised in the ancient commercial city of Kano — one of Nigeria's great historic cities and the intellectual heartland of the North. From an early age, he demonstrated an intellectual curiosity and deep interest in governance, law, and the machinery of the Nigerian state.
He attended Government Secondary School, Bwari, Abuja from 1998, before proceeding to the University of Abuja where he graduated with a Bachelor of Laws (LLB) degree in 2005. He then completed the Nigerian Law School, Abuja in 2006 and was called to the Nigerian Bar — qualifying as a legal practitioner.
His academic ambitions extended beyond Nigeria. He proceeded to Webster University in St. Louis, Missouri, United States, where he earned a Masters Degree in International Relations, Communications and Diplomacy in 2008 — a global education that shaped his approach to policy, communication, and international partnership.

Ahmed entered Nigerian politics with the Congress for Progressive Change (CPC), contesting and winning the primary election in 2011 to represent Nassarawa Federal Constituency, Kano State, at the House of Representatives. The following year, he was selected as one of the members of the CPC Renewal Committee — a body tasked with reshaping the party's strategy ahead of the transformational 2015 general elections.
In 2013, major opposition parties — including the CPC — completed a historic merger to form the All Progressives Congress (APC). Barr. Ahmed was a member of the manifesto sub-committee of that merger, contributing directly to the founding policy architecture of the party that would go on to win the presidency. Immediately after the merger, he founded the youth wing of the new party: the APC Youth Forum.
Ismaeel Ahmed served as the Chairman of the APC Youth Forum from 2013 until March 2018, when he handed over to Ife Adebayo. Under his chairmanship, the Forum became the principal vehicle for youth mobilisation within Nigeria's governing party — building the political capital of a new generation of leaders. He is a member of the Board of Trustees of the All Progressives Congress — the most senior governing body of Nigeria's ruling party.
On 12 June 2017, President Muhammadu Buhari appointed Barr. Ismaeel Ahmed as Senior Special Assistant on the National Social Investment Programme (NSIP) — one of the largest social intervention initiatives in Africa, with over 12 million direct beneficiaries.
In this role, he was responsible for carefully planning the Communications and Monitoring & Evaluation Departments of the programme, championing successful implementation to generate political momentum, and managing stakeholders across Nigeria's political landscape. He developed an effective national communications strategy to amplify the achievements of the programme, and ensured the equitable spread of beneficiaries across all states and programmes.
His work on the NSIP cemented his reputation as a thought leader on the transformative role that social intervention plays in a developing country — a body of expertise that directly informed his later work building people-centred clean energy policy under President Tinubu.

Ismaeel Ahmed as Executive Chairman of the newly established Presidential Initiative on Compressed Natural Gas (Pi-CNG) — one of the cornerstone economic reform programmes of the Renewed Hope Agenda, launched in the same month as the removal of Nigeria's decades-old fuel subsidy.
The timing was not coincidental. As fuel prices surged following subsidy removal, Pi-CNG was designed to provide Nigerians with an affordable, domestically abundant alternative: Compressed Natural Gas. At the time of his appointment, Nigeria had fewer than 5,000 CNG-converted vehicles and minimal refuelling infrastructure.

In March 2026, President Tinubu formally expanded Pi-CNG's mandate to encompass Electric Vehicles — renaming the programme the Presidential Initiative on Compressed Natural Gas and Electric Vehicles (Pi-CNG & EV). This was a direct endorsement of Barr. Ahmed's stewardship and an acknowledgement that the programme had earned the right to lead Nigeria's complete clean energy transition.
Under the expanded mandate, Pi-CNG & EV is pursuing EV charging infrastructure, local EV assembly partnerships, and an extension of the Conversion Incentive Programme to cover electric vehicle purchases — with a stated target of one million CNG vehicle conversions by 2027 and a growing EV fleet to complement them.
